User-Defined Sectioning Commands

\NewSection\name{before-title}{after-title}{toc-index}{toc-format}: This directive introduces a sectioning command \name whose title is to be enclosed between before-title and after-title. The index to be used by the corresponding entries in the tables of contents should be specified in toc-index, and the format for the entries should be specified in toc-format. The specified format should refer to the index and the title through the tokens `#1' and `#2', respectively.
